On topological classification of Morse-Smale flows on surfaces by means of Lyapunov function

Annotation | We introduce the definition of consistent equivalence of Meyer $\xi$-functions for Morse-Smale flows on surfaces (that are Lyapunov funсtions) and state that consistent equivalence of $\xi$-functions is necessary and sufficient condition for such flows. |
